Clement Isong Foundation Commends Akwa Ibom Government on Creation of Dedicated Youth Ministry, Calls for Comprehensive Implementation
The Clement Isong Foundation (CIF) has applauded the recent decision by Governor Umo Eno to create a dedicated Ministry of Youth Development in Akwa Ibom State.
This move, as outlined in the government circular SSG/AKS/S/14/VOL.III/741 dated September 9, 2024, the Foundation said represents a significant step towards prioritizing youth issues in the State.
In a press release signed by the Executive Director of Clement Isong Foundation, Elkanah Oluyori, the organization said this development comes after sustained advocacy efforts by various youth groups and civil society organizations, supported by initiatives such as the Strategic Partnership Agreement II project funded by ActionAid Nigeria and DANIDA.
CIF explained that the government’s responsiveness to these calls demonstrates a commendable commitment to youth empowerment and participatory governance.
The release said the creation of a separate Ministry of Youth Development has the potential to provide focused attention on youth-specific issues, streamline policy formulation and implementation for youth programs, enhance resource allocation for youth-centered initiatives, and improve coordination among various youth-oriented programs.
They said while they celebrate the positive step, CIF also recognize the need for careful implementation to maximize its impact.
The release added “Therefore, we propose the following recommendations:
Inclusive Appointment Process: We urge the government to ensure that the leadership of the new ministry, particularly the role of Commissioner, is filled through a transparent process that considers competence, youth representation, and gender balance. The governor’s commitment to appointing a commissioner not older than 45 years is a positive start.
“Comprehensive Youth Policy: We call for the immediate development of a comprehensive state youth policy that aligns with national and global best practices. This policy should address key areas such as education, employment, health, and civic participation.
“Stakeholder Engagement: We recommend the establishment of a Youth Advisory Council comprising representatives from various youth groups, civil society organizations, and experts in youth development to guide the ministry’s activities.
“Sustainable Funding: We urge the government to ensure adequate and sustainable funding for the new ministry, including exploring innovative financing mechanisms and partnerships with the private sector and international development agencies.
“Monitoring and Evaluation: We call for the implementation of robust monitoring and evaluation mechanisms to track the ministry’s performance and impact on youth development indicators.
“Synergy with Existing Programs: We recommend that the new ministry builds upon and enhances existing youth empowerment initiatives, such as the recently announced plan to empower 100,000 youths across the state.
Digital Innovation: We encourage the integration of digital technologies in the ministry’s operations to enhance efficiency and reach a broader youth demographic.”
CIF said while the creation of a dedicated Youth Ministry is a significant milestone, they believe that its success will depend on effective implementation and continuous engagement with youth stakeholders.
They assured readiness to collaborate with the government to ensure that the new ministry truly becomes a catalyst for youth development in Akwa Ibom State.
The Foundation called on all youth groups, civil society organizations, and concerned citizens to remain engaged in the process, offering constructive feedback and support to ensure the success of this important initiative.
